Westminster sex abuse probe police head north to question 4 witnesses in Scotland
SOURCES suggest the Scots were asked about possible connections to late Tory MP Leon Brittan, who is at the centre of the abuse claims that focus on addresses in London’s Dolphin Square.
DETECTIVES probing a Westminster paedophile ring made a secret visit to Scotland to question four witnesses, we can reveal.
Plain-clothes officers from Scotland Yard travelled to the Highlands to speak to them as they probe historic allegations of child abuse involving some of Britain’s most senior politicians.
They interviewed four people, including the widow of the late former Lib Dem deputy leader Russell Johnston. Lady Joan Johnston, who was estranged from the respected peer for 10 years before his death, aged 75, in 2008, told the Sunday Mail that she spoke to the police two months ago. But, she said, the detectives told her that there are no allegations of wrong-doing against her husband, who changed his surname to Russell-Johnston in 1997.

Russell Johnston had a home in the block that is the backdrop to allegations of organised sexual abuse of children by Westminster politicians and other public figures, with claims of sex parties taking place there in the 1980s. Russell Johnston lived at the block of flats while working at Westminster.
Lady Joan – who still lives in the Inverness constituency her husband represented for more than 30 years – said: “The only thing the police told me was that my husband’s name had not come up. He is not implicated.”
A source said: “The detectives travelled to Scotland in June after calling ahead to arrange meetings with the four potential were plain-clothes officers. Their questions were about Dolphin Square, the people who lived there and and any parties that had gone on there. Everyone they spoke to had a link to Dolphin Square in one way or another. They obviously don’t want to leave any stone unturned when it comes to these allegations. But Inverness-shire is a long way from Westminster so they must have been determined to pursue every possible line of inquiry.”
Russell Johnston was elected MP for Inverness in 1964 for the Liberal Party, and later for the Liberal Democrats, until 1997, and was leader of the Scottish Liberal Party and then deputy leader of the Liberal Democrats until 1992. He was also a member of the Council of Europe Parliamentary Assembly until his death. The book Dolphin Square: The History of a Unique Building, by Terry Gourvish – which was published last year – mentions Russell Johnston as a notable resident.
In 1997, when he changed his surname from Johnston to Russell-Johnston a notice was posted in the London Gazette stating his address as Keyes House, Dolphin Square.
A spokesman for the Metropolitan Police said: “We do not confirm identities of anyone we may or may not wish to speak to in connection with any ongoing investigations.”
Operation Fairbank was launched last November to probe allegations that prominent MPs used the block of flats as a den for child abuse.
One alleged abuse survivor – named only as “Nick” – claims he was taken to Dolphin Square regularly as a young boy and abused by groups of men, including politicians.
A murder inquiry under the name Operation Midland was simultaneously launched in relation to Nick’s claims that he saw an MP strangle a child to death.
In August 2014, Tory MP Nicholas Fairbairn was linked to the child abuse scandal with claims he may have abused boys at Elm Guest House, where youngsters from children’s homes were allegedly sexually assaulted by high-profile visitors. Other public figures who have had allegations made against them include Liberal MP Cyril Smith and former Prime Minister Sir Edward Heath. Brittan was named by an alleged abuse victim during an appearance on Australian TV show 60 minutes.
The man claimed that he was a regular visitor to paedophile parties at Dolphin Square. Several police forces are investigating multiple allegations of child sexual abuse by Heath including Hampshire, Jersey, Kent, Wiltshire, Gloucestershire and Thames Valley police, as well as the Metropolitan Police.
A man claims he was sexually assaulted by Heath at the age of 12 when he ran away from home in 1961. After Brittan died in January this year, he was accused of “multiple child rape”.
Labour MP Tom Watson said he had spoken to two people who claimed they were abused by him, including a man who alleged he had been attacked more than a dozen times as a boy. The alleged victim also said he had seen Brittan assault others.
Detectives from Operation Midland and Operation Fairbank are believed to have searched two homes owned by him in London and Yorkshire.
Last week, Labour peer Lord Greville Janner appeared in court over historical child abuse allegations. He is accused of molesting nine boys at a children’s home between the early 1960s and late 1980s. David Russell Russell-Johnston, Baron Russell-Johnston (born David Russell Johnston; 28 July 1932 – 27 July 2008), usually known as Russell Johnston, was a leading Scottish Liberal Democrat politician and was the Leader of the Scottish Liberal Party from 1974 to 1988.
David Russell Johnston was born in Edinburgh and educated at Portree High School on the Isle of Skye. He later attended Edinburgh University (graduating with a Master of Arts in history in 1957) and Moray House College of Education, before working as a schoolteacher.[citation]
In 1961, he won The Observer Mace, speaking with David Harcus and representing The University of Edinburgh. In 1995, the competition was renamed the John Smith Memorial Mace and is now run by the English-Speaking Union.[citation]
He was elected to the House of Commons and represented Inverness for the Liberal Party (1964-83) and Inverness, Nairn and Lochaber as a Member of Parliament (MP) for the Liberal Party (1983-88) and for the Liberal Democrats (1988-97). He also served as leader of the Scottish Liberal Party and as deputy leader of the  Liberal Democrats (1988-92). In October 1966, he proposed a bill of federal law in order to deal with the Scotland and Wales case.[citation]
Johnston was knighted in 1985.
In the 1992 election, he made history by holding his seat with just 26% of the vote in a close four-way battle with Labour, the SNP, and the Conservatives. At the time, this was the lowest ever winning percentage for a candidate, until being superseded by Belfast South at the 2015 election. Upon his retirement from the House of Commons in 1997, he was created a life peer as Baron Russell-Johnston of Minginish in Highland, changing his surname by deed poll to allow his forename to be incorporated into his title.
He was member of the Council of Europe Parliamentary Assembly from 1985 to his death in 2008, leading the Alliance of Liberals and Democrats for Europe (ALDE-PACE) from 1994-99, and sitting as the President of the Parliamentary Assembly of the Council of Europe from 1999 until 2002. In 2003 Alija Izetbegović described him as “a great friend of Bosnia.” 
Johnston married Joan Graham Menzies in 1967. They had three sons. At the time of his death, Lord and Lady Russell-Johnston had been estranged for over ten years, but remained close to one another. Lord Russell-Johnston died on the eve of his 76th birthday. He had been suffering from cancer, for which he was receiving chemotherapy, but had continued to work on human rights issues for the Council of Europe. He collapsed and died in a street in Paris.
